2. Meat and poultry establishments inspected by the USDA FSIS may serve as sources of meat and poultry items subject to the Meat and Poultry Inspection Act. These products must bear the USDA shield and applicable establishment number, as listed in the USDA Meat, Poultry and Egg Products Inspection Directory located online at http://www.fsis.usda.gov/wps/portal/fsis/topics/inspection/mpi-directory. USDA listed establishments processing products not subject to meat or poultry inspection acts must also be Directory listed for those items.

3. Directory listing is not required for establishments on the Interstate Certified Shellfish Shippers List (ICSSL), located online at http://www.fda.gov/Food/GuidanceRegulation/FederalStateFoodPrograms/ucm2006753.htm. In the United States, establishments producing fresh and frozen oysters, clams, mussels, whole or roe-on scallops require listing in the ICSSL in order to be considered an approved source. Fish, fresh or fresh smoked, modified atmospheric packaged (when distributed in a chill state) must be Packed Under Federal Inspection (PUFI) by the USDC or listed specifically in this Directory. Establishments supplying other seafood products must be Directory listed unless listed by the USDC in the "U.S. Establishments Approved for Sanitation and for Producing USDC Inspected Fishery Products" section of the USDC Approved Establishments publication, located online at https://www.fisheries.noaa.gov/topic/seafood-commerce-certification and click Approved Establishments.

4. Worldwide Directory listing is not required for shell egg sources inspected under the Poultry Program of the USDA Agricultural Marketing Service, located online at http://apps.ams.usda.gov/plantbook/Query_Pages/PlantBook_Query.asp. Egg processing establishments inspected by the USDA FSIS may serve as sources of dried or liquid/frozen eggs, as listed in the USDA Meat, Poultry and Egg Products Inspection Directory located online at http://www.fsis.usda.gov/wps/portal/fsis/topics/inspection/mpi-directory.

5. Establishments having a pasteurized milk compliance rating of 90 percent or higher, certified by a State milk sanitation officer, and listed in the Sanitation Compliance and Enforcement Rating of Interstate Milk Shippers (IMS) List may serve as sources of milk and milk products, as coded. The IMS List is located online at http://www.fda.gov/Food/GuidanceRegulation/FederalStateFoodPrograms/ucm2007965.htm. Listing in the Worldwide Directory is mandatory to serve as a source of other milk and milk products and/or frozen dessert items. Establishments listed in the Dairy Plants Surveyed and Approved for USDA Grading Service may serve as sources of manufactured or processed dairy products as listed by product code. This USDA publication is located online at https://apps.ams.usda.gov/dairy/ApprovedPlantList/. Those operations denoted as “P” codes (packaging and processing) must be Worldwide Directory listed.

6. Establishments listed herein for dairy products have not been audited and approved as a source of aseptically processed and packaged milk and milk products unless otherwise indicated. Dairy plants must meet the public health protection equivalent to the U.S. Public Health Service Pasteurized Milk Ordinance (PMO)/3-A Sanitary Standards. In countries without a regulatory authority overseeing dairy public health requirements, compliance is strictly based on individual plant efforts and testing. Any testing conducted by these plants must be thoroughly reviewed by the auditing officer for validity and compliance. Review quality control and laboratory records for the period since the last audit to determine that raw and finished milk samples are being effectively analyzed for bacterial quality, drug and pesticide residues, coliform determination, phosphatase or peroxidase, as appropriate, and temperature checks. Review pasteurizer design and operation to include, time, temperature, and pressure controls. Evidence should show a thorough investigation was conducted as to the cause of any noncompliance with the PMO or equivalent standards and corrective actions taken.

7. Fonterra (New Zealand) export approved sources for anhydrous milk fat and powdered milk (spray) skim milk powder (SSMP), whole milk powder (WMP), and butter fat milk powder (BFMP) to be used for further processing are exempt from Worldwide Directory listing. However, when used in commercial production in the Republic of Korea, these products must be certified as "Salmonella-Free" by Certificate of Conformance.

8. Approval and listing of ice cream mix sources (liquid or powdered form) is not necessary if another company will further process and pasteurize the mix. Products such as ice cream, frozen desserts, recombined dairy products from approved Grade A powdered and cultured dairy products not coded in the IMS List are not required to strictly meet PMO requirements. However, the entire facility must comply with the 3-A Accepted Practices for the Sanitary Construction, Installation, Testing, and Operation of High-Temperature Short-Time (HTST), High-Heat Short-Time (HHST) or Batch pasteurizers, as applicable.

9. Worldwide Directory listing is not normally required for semi-perishable and non-animal origin ingredient sources. For example, shelf-stable fruit filling and shelf-stable artificial cream filling that would be used in RTE bakery products.

10. Establishments processing RTE, chilled, and prepared non-meat salads (such as potato, egg, tuna, bean, macaroni, or cole slaw) must be Worldwide Directory listed.

11. Only juices that have been pasteurized or have received a validated process treatment to achieve a -5 log reduction in the target organism are authorized for purchase by the Department of Defense. Fresh squeezed, un-pasteurized/un-treated juices are authorized for sale at kiosks or concessionaires when produced on-site.

12. Worldwide Directory listing for natural and artificial cream or fruit filled piecrusts, cakes, and cookies is not required if the finished item will not support pathogenic microbial growth.

13. Establishments producing finished products containing less than 3 percent by weight components of animal origin may be exempted from Worldwide Directory listing by the command publishing this Worldwide Directory, unless otherwise specified. The 3 percent rule does not apply to ruminant products originating from countries with BSE outbreaks. In this case, a zero tolerance level applies.

14. Unless the product is packaged and put through a retort process.

15. The definition of "composite food package" is any outer package which clearly identifies the product as being for use or consumption by US Armed Forces personnel. Food items that meet one or both of the below criteria must be Worldwide Directory listed.
1) The packaging or labeling identifies the item as being furnished to U.S. Armed Forces Personnel.
2) The item is manufactured specifically for U.S. Armed Forces personnel (i.e. - a unique formulation), although the packaging or labeling may not implicitly state as such.

16. Listing is not required if produced in the U.S. Territory of Puerto Rico.

17. Sandwiches and wraps containing Time/Temperature Control for Safety (TCS) ingredients as defined in the FDA Food Code (latest version), in a frozen or chilled state.
